Board Minutes of the Timbers Water & Sanitation District Board Meeting Zoom Remote Meeting May 8, 2023

  • Mike Lomas, Chairman and President

Managers:

  • Kasey O’Halloran

 

Call to Order:                The Regular Meeting of the Board of Directors of Timbers Water & Sanitation District was called to order by President Lomas on May 8, 2023, at 6:10 pm, noting a quorum was present.

 

Consent Agenda:         The Board reviewed the regular meeting minutes, financial statements, and the AR report from April 2023. Upon motion duly made by Mr. Lomas and seconded by Mr. Knez it was

RESOLVED to approve the consent agenda.

 

Invoices:                         Invoices for April 2023 were reviewed; all invoices were approved for payment.  Upon motion duly made by Mr. Knez seconded by Mr. Osteen, it was

                                                        RESOLVED to approve payment of the open invoices.

 

Transfer of funds from TWSD to TWSWA Enterprise:

$10000 transfer requested and granted.

 

Manager’s Updates:   From John Fitzgerald: BOD removal for April was 59%.  This is below our required removal of 85%. I have finally been able to get into the AxMax units for maintenance. This should improve our results. I will be performing additional maintenance this month.

 

We have been having a spring surge of groundwater and infiltration and inflow. Beginning 4/10 our flows increased and our Primary Settling tank was overwhelmed and backed up into our flow meter manhole. It also overwhelmed the rest of the tanks. We did not experience any overtopping but it was close. I made several visits over the last two weeks to keep an eye on things and adjust pump rates and timer settings. I am hoping we are through the spring melt but I do see some rain in the forecast.

 

During the surge one of our Primary settling tank discharge pumps became dislodged and some of the piping was damaged and had to be replaced. This repair has been completed.

 

Old and New Business:

Fire Hydrant on Buckingham Lane – Mrs. O’Halloran will follow up with Ms. Lightfoot  and John Fitzgerald to see if any quotes have been received for bollards.

 

Lot 1 Easement – Mrs. Sherman has met with Walter McGill and will be finalizing these easements soon.

 

Officer Oaths – Mrs. O’Halloran had Mr. Lomas and Mr. Osteen sworn in for their next term as a director. Mr. Knez may be resigning from the Board soon so will hold off on being sworn in until he is sure.

 

Water Meters – Tabled until Mr. Ioffredo can report if he has made any progress.

 

Contractor Insurance – Mr. Lomas reported that the insurance company has not given him a clear answer if John or Tim are covered by the insurance plan the District pays for. Mr. Lomas is still working on a clear answer. Mrs. O’Halloran will research what the contractor status really means from the CSD Pool.

 

With business concluded and upon motion duly and unanimously approved, it was

RESOLVED to adjourn the regular meeting the Timbers Water & Sanitation District Board of Directors

at 6:55 pm, this 8th day of May 2023.
